Today, at the plenary session of the Senate of the Parliament of the Republic of Kazakhstan, Vice-Minister of Ecology, Geology and Natural Resources Aliya Shalabekova presented the draft law "On Flora" and related bills to it.
As the Vice-Minister noted, currently the current Forest Code and the Laws "On Specially Protected Natural Territories" and "On Pastures" regulate the issues of protection, protection, restoration and use by the flora only on agricultural lands and the state forest fund, including specially protected natural territories.
According to her, issues related to the accompanying flora, such as medicinal plant materials, perennial plantings, genetic and other plant resources, are not regulated by legislation on the reserve lands," Aliya Shalabekova added.
In this regard, there is an unbalanced use of plant resources, the destruction of their places of growth, the displacement of native vegetation by alien species and cultures introduced by humans. As a result, this leads to a reduction in species diversity and degradation of the natural ecological systems themselves.
"The scope of regulation of the draft Law will cover wild plants, their populations and communities growing in natural conditions for them, their parts contained in special conditions for the purpose of preserving the genetic fund, as well as green spaces," the Vice Minister noted.
The adoption of the law "On the plant world" will allow:
1) in the legal aspect - to eliminate gaps and contradictions in the current legislation and to regulate issues of protection, reproduction and use of flora;
2) in the socio-economic aspect – to create new opportunities for the development of small and medium-sized businesses with the provision of jobs for the population.
